Folios 347-348: Edward William Campbell Rich Owen, HMS Clyde, Walmer Road. Recalls his letter of 20th March concerning the rate of pay to fly a Broad Pendant. The Captain's Agent was informed that it is necessary to note the exact times when a Senior Officer is present for the additional rate of pay, but when the flag is struck when a Senior Officer is in the Downs, a deduction is made. With the new instructions, when the command is taken by a Commodore, the additional pay is continued.
