Description

Folios 186-187: Edward William Owen, HMS Clyde, Dungeness. After a delay, he has received a report from Thomas Osmer, HMS Turbulent and this is enclosed. The incident arose from ignorance of the proper procedures. Osmer has been found to be a good Officer.

Folios 188-189: enclosure with folios 186-187. Letter dated 8 July 1806 by Thomas Spearing Osmer, HMS Turbulent off Boulogne to Captain Edward William Owen, Commander of Vessels at Dungeness. He acknowledges the two letters, one form the Admiralty and the other from the Customs and replies with the particulars. He boarded the Minerva Brig on 10th May off [Fairleigh?] and impressed a man. When back on board the man was found to be in quarantined for yellow fever although the yellow flag was not flying at that time, contrary to the Master's statement. The other ship had returned form Gibraltar. Osmer made the necessary enquiries, but there was no one sick on board nor had the vessel gone into any port. He apparently did not know how to act, but mentioned the circumstances to Captain Digby, the Senior Officer off Boulogne. There was no disorder on board and he considered there was no further action to be taken
