Folios 163-164: Edward William Owen, HMS Clyde, Dungeness. Following the decision to decline his application for a Sailing Master for the Atlanta Cutter, but to man this from the crew of the Clyde, he finds there is not a quailed Petty Officer to take charge. The vessels principal use would be carrying dispatches and should be a person accustomed to that type of Class of vessel and that coast. Also the person would need to be a good Pilot for Dover and Ramsgate, the harbours of the station and to cruise and survey the Privateers. It has been necessary to put one of the Pilots. He asks for the application to be renewed. He suggests the person could be borne on the books as a Pilot.
