Folios 147-148: Edward William Owen, HMS Clyde, Downs. Responds to the request for information concerning Sub-Lieutenant Duncan of HMS Speedwell and his complaint against Lieutenant Robinson, the Commander of that vessel. Captain Owen has been aboard the Speedwell and found that the Lieutenant had interfered and insulted the Sub-Lieutenant while the latter was carrying out his duty. Lieutenant Robinson's explanation was that he found there was a general lack of zeal on the part of the Sub-Lieutenant. The Captain opined that he found the Lieutenant zealous in the short while he had been serving.
