Folios 115-117: Edward William Owen, HMS Immortalité, Walmer Road. The promotion of Officers took place during the time he was absent in the River Elbe. He recommends Mr. Charles Federick Payne, First Lieutenant who has been absent on services of extensive hazard. The Officers and men have not had the encouragement of prize money. The Captain describes at length the actions and escapes of Lieutenant Payne. On 14th June 1803, after the fire on the Jalouse and Cruizer, the L' Inabordable and La Commode gun vessels were driven on shore by the crew. Lieutenant Payne under fire, went with British boats, took possession of the Inabordable and turned her guns on the enemy. With Captain Melhuish on HMS Perseus he was ordered to attack the French coast. In 1804 the Lieutenant was ordered on the Archer Brig, later entrusted with four explosive vessels. In 1805 directed by Sir Sydney Smith under Captain Seccombe of HMS Utrecht sent to attack the enemy's line and during October attacking in a four oared boat. Captain Owen recommends James Nuthall Boatswain's Mate and George Lloyd Coxswain for Gunners Warrants.
