Folios 317-318: Edward William Campbell Richard Owen, HMS Nemesis, He has received the Admiralty's letter concerning a complaint made against the master of the Down Excise Cutter. He writes that the running down of his boat on which he was, together with Captain Adam Mackenzie of HMS Brilliant and Lieutenant John Frazier of HMS Nemesis when she was lying on her oars was wilful. Vexed at this insult to his majesty's uniform he told the master of the cutter he intended to take all the goods he had taken from the prise boat up to the Custom House, However, a compromise was agreed upon so that they could apprehend and secure the boat from which the goods were thrown. After the incident the Master was both apologetic and polite and put the blame on the person steering of his boat whom he described as a very stupid fellow. Captain Owen feels despite this he does not wish to be vindictive but the error was to gross and public to be passed over without complaint.
