Folios 174-175: Edward William Campbell Rich Owen, HMS Nemesis, The Downes. He encloses a letter from Mr John Frazier, his 2nd lieutenant, asking if he might be employed to command one of the cutters or luggers hired by the Navy. He adds that Mr Frazier has always been a diligent officer and he has no objection to his request.
Folios 176-177: enclosure to folios 174-175. Letter from John Frazier to Captain Owen of HMS Nemesis dated 14 April 1801. He has a wish to command a hired cutter or lugger and asks Captain Owen to state his qualifications for such a command to the Admiralty in support of his request.
