Folios 202-203: Edward William Campbell Rich Owen, HMS Northumberland, Long Reach. Encloses a letter from William Garrard, Schoolmaster of HMS Northumberland. Asks for an order for his discharge.
Folios 204-205: enclosed with folios 202-203. Letter date 16 June 1798 by William Garrard, 19 Rotherhithe Wall to Captain Owen. Refers to his letter of leave to be absent from HMS Northumberland for a short time. Advises that on his return from the North American Station he attended the Board of Longitude with his new method and tables for more easily computing lunar observations. He had assumed that the Board would have decided on the matter on 2 June so he had accepted the school master warrant. It now transpires that the Board of Longitude has directed him to recompute one of the tables and to give a demonstration of the principles on which his method is founded, so it is necessary that he attends their next meeting in December. Asks for a discharge to be secured from the present warrant.
