Folios 174-175: John Orde, HMS Venerable. Acknowledges the letter enclosing a petition from John Paul, reports that while he was off the Buoy of the Mouse he sent Lieutenants William Cumberland and Charles Webb to impress men from vessels going up the River [Thames]. When Lieutenant Cumberland returned he brought four men with him, including the two, Alexander Duguid [?] and Thomas Harvey, mentioned in Mr Paul's petition. Harvey was initially reluctant because he was a member of a club at Whitby which paid money to the families of men who did not volunteer, but after some discussion all except Duguid entered voluntarily. He has referred the complaint about the treatment of the Master of Mr Paul's vessel to Lieutenant Cumberland, encloses his account.
Folios 176-177: enclosure with folios 174-1755. Letter dated 31 July 1794 from Lieutenant William Cumberland, HMS Venerable, Spithead, to Captain Sir John Orde. Presents his reply to the various charges made in the petition from John Paul, owner of the Expedition, that he mistreated the vessel's Master Robert West while impressing men from her.
