Reports his arrival and that HMS Zealand, in which it was proposed that he raise his pendant, is at Gillingham and not yet fitted out, while HMS Venerable is at Chatham and can be got ready more quickly. Asks approval to hoist his pendant in HMS Venerable and that his followers be passed to that ship.
