Folios 202-203: James Nash, Regulating Officer, Leith. Is sending a letter from Rear Admiral Phillips [not present]. Because the fishermen used to run away whenever they saw the press gang or a naval ship he got permission to allow them to find one Seaman for every six fishermen for the Navy. This has worked well. He did not interfere with what happens in Dundee.
Folio 204: enclosure with folios 202-203. Letter dated 11 July 1803 by Evan Nepean to James Nash, Leith. After speaking with Lord Nellie and General Wemyss he gives permission for the scheme for the Leith fishermen.
