Folios 361-362: John Nicholas, HMS Eurydice, Spithead. He responds to the refusal of the Admiralty to allow him the cost of transporting General mann from Quebec to England. He says that as the Senior Officer in Quebec he could not approach anyone else for permission to act. General Mann requested a place on a warship as it reflected his authority and safeguarded him from capture, a circumstance in which he would not be exchanged.
