Folios 277-279: Thomas New, Regulating Officer, Swansea. He reports that Lieutenant Thomas Bennett is so unpopular with the locaL citizens that there is a constant tumult with threats made to his life. He recommends that Lieutenant Thomas is removed from the Swansea Rendezvous for the good of the Service. He says that the temper of people in South Wales is violent towards the Impress service and in Carmathen, Lieutenant Roach was driven from the town. He feels that Lieutenant Thomas lacks the skills required for the post and recommends Lieutenant Parker, the Cleveland tender, as a replacement.
