Folios 71-72: James Newman Newman, HMS Loire, Plymouth. Reporting his arrival and that the Pallas, previously in Mounts Bay, had been ready for sea and awaiting good weather before proceeding to Plymouth. He also reports that HMS Railleur was at Cork, convoying a Fleet of Victuallers. He encloses the Defects List of his Ship. Admiral [Robert] Kingsmill is also mentioned.
Folio 73: enclosure with folios 71-72. Defects of HMS Loire dated 19 February 1800 by James Newman Newman, Captain of HMS Loire at Plymouth to the Admiralty.
