Folios 283-284: James Newman, HMS Mermaid, Hamoaze. He encloses a letter and certificate (certificate not enclosed,) concerning a Marine named Edward Tate on whom he had written for a court martial. He sayes that he is told that at times the man is insane and suggests all charges against him be withdrawn.
Folios 285-286: enclosure to folios 283-284. Letter from John Forester, Cork, dated 3 September. The writer, who is the governor of the house of Industry in Lancaster and he sayes he writes on behalf of the distressed family in respect of the son of Mr Dawson Tate who is in confinement on board HMS Mermaid for misconduct. He encloses a certificate which attests to the former insanity of their son. He suggests that whatever misconduct he is charged with arises from his state of mind
