Folios 343-344: Donald M'Leod [MacLeod], Regulating Officer, Liverpool. States frequent occurrences arise with respect to Masters of Vessels who are shipped in our Colonies and (who he is informed) cannot procure the Master's Mates Bond Certificates required to protect Mates of Vessels in Foreign Trade; and as a case of the kind is at present before him Viz "of Willaim Putsford who was impressed by Lieutenant Timins on 14 June 1813 aged 25 born in Exmouth. He said he was Mate of the Amelia and appointed to her in Bermuda, but had given no bond2. He remains on HMS Princess. He request future Guidance.
