Description

Folios 154-155: John Gourly, Regulating Officer, Kirkwall. Encloses Resolutions of the LIeutenancy of Orkney, his correspondance with some of the Landholders and Stewards in the remote islands and parishes offering his assitance in procuring their quotas of the men voted to the Navy by their County. Only Mr Pettrie and son completed his number. The rest totally disregard the Resolutions . The only men he gets are those he impresses. The enclosed papers will show the efforts he has been to. Because of the weather and the remoteness of the islands he has not been able to visit them all with impress parties. Without co-operation it would be impossible for any Officer to opbtain 120 men by impress. He believes a letter from their Lordships threatening to continue the impress for the whole of the year and sent to those who do nothing might encourage them. Also requests 4 more Volunteers and a Petty Officer as an additional press gang for the east side of the islands.

Attended by Robert Groat of Newhall, Convener, Robert Backie of Tankerness, George Ormond, John Mitchell and James Erswkine. Becuase of the number of men still to be raised believe that a collection should be made to pay Bounties and that men who have been to sea should ballot between themselves for men to go immediately to Kirkwall. If this is agreed Captain Gourlay will withdraw the press gangs.
