Noting that he had on 29 July sent to Mr Croker a commission granted by Admiral Rowley allowing him to exchange out of the Sapphire to the Helena, in place of Captain Haynes, and requesting he would solicit their Lordships' approval, but has not yet heard back and repeats his request.
