Folios 321-322: Wilson Rathborne, Regulating Officer, North Shields. Reply to letter dated 27 March 1811. He states (1) James Brown was impressed by Lieutenant Thomas Flinn, North Shields on 13 March 1811 and detained for the service as being found employed before the mast, without any protection except the enclosed [not present] certificate, which are presumed from Mr Hill at different prices, by any who chose to apply for them. He is about 44 years old. (2) Thomas Smith was impressed by Lieutenant Nathaniel France, Newcastle, on 1 March 1811 and detained for the service as being an apprentice illegally appointed Mate for the purpose of protecting him from impress. He is about 22 years old.
