Folios 191-192: William Bowen Mends, Plymouth Dock. Reply to letter dated 26 February 1811 informing him of his promotion to Commander. He requests permission to reside in this neighbourhood and wishing to avoid the expense of travelling to London to take up his Commission, he requests they forward it to the Commissioners Office at this Port.
