Folios 128-129: Robert Mends, Regulating Captain, Liverpool. Encloses documents relating to violent conduct of Officers employed in impressment of Joshua Hyde and the latter's behaviour and two Officers employed in the town and two on HMS Princess. Namely Lieutenants James Rees, William Archbold , Thomas Moulson and Robert Stewart (Master). The narrative is in Captain Colquitt's letter. Captain Mends is convinced that the Officers acted with propriety.
Folios 130-131: enclosure with folios 128-129. Letter dated 4th August 1808 by James Rees Lieutenant, Liverpool to Captain Robert Mends. Rees states his case concerning the incident that took place on 30th July 1808 following a fishing party, accompanied by Lieutenants James Rees, William Archbold , Thomas Moulson and Robert Stewart (Master). This occurred at Seacombe on the roadside of Admiral Smith where attempting to press a man who produced a pistol. Rees the hit the man with his fist. and took the pistol.
Folios 132-133: enclosure with folios 128-129. Letter dated 5th August 1808 by William Archbold Lieutenant, Elizabeth Tender, Liverpool to Captain Mends. Encloses a statement concerning the imprest incident of 30th July 1808.
Folios 134-135: enclosure with folios 128-129. Statement not dated by William Archbold to Captain Mends. Archbold's narrative on the incident of 30th July 1808. Following a fishing party st Seacombe Lieutenants Rees and Moulson went up the road and he and Mr. Stewart went into a [Firebol?] adjoining. Observing from a few hundred yards, Rees was seen struggling on the ground with a man he was impressing and asked for assistance to secure the man who had threatened with a pistol, later taken by Moulson. The man was loaded into a boat protesting with provoking language and taken onto the Princess. Archbold state there was no violence other than that absolutely necessary.
