Folios 168-169: George McKinley, HMS Lively, off the Tagus. He has several times come across merchant vessels in ballast from Vigo to Portugal which have been captured by enemy row boats and Privateers, and then purchased by Portugese merchants or their agents, frequently, he believes, on the part of British Owners. He has not detained any of them although they have no papers other than a Certificate of the purchase given by the Portugese Consul. He has also fallen in with a brig in ballast from Bayonne in France, purchased by the agents of a Portugese merchant residing in Lisbon, with a similar certificate from the Portugese Consul in Bayonne.
