Description

Folios 138-139: George McKinley, HMS Lively, River Tagus. Responds to directions in the letter of 23 September to request a statement from Lieutenant Hemming [Heming] regarding his conduct reported by Admiral Montagu, in not sailing from Spithead with the convoy for Oporto after the Admiral's signal had been made 7 times, and failing to give any reasons for the disobedience. Encloses a copy of Lieutenant Hemming's [Heming's] reasons.

Folio 140-141: enclosure with folios 138-139. Letter dated 10 March 1807 from ?W Heming, HMS Richmond, The Tagus, to George McKinley. Responds to the letter regarding his conduct in failing to sail from Spithead with the convoy after the signal had been made 7 times, and for parting from the convoy. He has already responded to Admiral Montagu regarding the sailing of the convoy - he had received an order, at the same time that the signal was made, to send a man pressed the previous day to HMS Royal William and to explain his action, and this caused a delay. He had hoped his letter to Admiral Montagu was sufficient. He gives assurance that he is unaware of any further delay.
