Folios 274-275: Richard Lee, HMS Monarch, Portsmouth Harbour.
Refers to the enclosed cover of a letter from the Admiralty informing him that the Board had renewed the leave of absence of Robert Kebble, seaman. The letter appears to have been mis-sent to the Downs and the port master obliged him to pay 1/6d postage. After the passing of an Act of Parliament he is not given an allowance for postage and is liable to pay certain amounts himself. Asks that the matter be rectified.
