States that the greater part of the men whose descriptions were supplied in his letter dated 11 April 1809, and who volunteered when the ship was fitting out at Plymouth and then Woolwich, are now owed two years pay. The men have always returned after being at liberty and though sentries were posted it was impossible to prevent desertion.
