Folios 157-158: Arthur Kaye Legge, HMS Repulse, Portsmouth.
Refers to an enclosed letter from Secretary of State the Earl of Liverpool in response to his own request for the release of Thomas Russel who is in jail. Asks that the man be released to serve on HMS Repulse and asks for support from their Lordships.
Folios 159-160: enclosure with folios 157-158. Signed Liverpool, Whitehall, 3 April 1809 referring to the case of Thomas Russell who was convicted of stealing copper from the dockyard. Liverpool replies that the crime was such that he cannot recommend a pardon for the man unless the approval of the Admiralty.
