Folios 126-127: Charles Thomas Jones, HMS Harrier, Plymouth Sound. Folios 128 to 160 are enclosed, consisting of (numbered) letters and statements concerning an incident that took place after Jones sent two officers ashore at Santa Cruz, Tenerife, on 12 February, to obtain provisions of bread. The men were insulted, imprisoned and apparently treated badly.
Folios 128-129: enclosure with folios 126-127. (Document no. 7). Letter dated 23 February 1815 by Captain Sir George Collier, HMS Leander, off Tenerife, to Captain Jones, saying he has examined all the evidence and finds no court martial of Jones's officers is required, nor even a court of inquiry, since there are sufficient testimonies of the correct conduct of the two officers from those who were present. He feels further investigation of the 'extraordinary conduct' of the Spanish governor is required, but cautions Jones against pursuing the matter himself.
Folios 130-131: enclosure with folios 126-127. (Document no. 8). Statement dated 17 February 1815 from John Duplan, Vice Consul of the Canary Islands, describing the incident. Names the two officers as the purser, Philip Winser, and Joseph Townsend, master's mate and says that upon arrival they had answered the usual questions from the health secretary and were given permission to land but were then 'most unexpectedly' prevented by the sentinel from proceeding into town. No explanations were forthcoming. The sentry had struck Winser violently on the chest and threatened to bayonet him. The officers made a second attempt to land and were then jailed and only released later after an order was obtained from His Excellency the Captain General, and were marched back to their ship. They were later accused of having disobeyed and attacked the sentry on duty.
Folios 132-145: enclosure with folios 126-127. (Document no. 11). Consist of a long deposition in Spanish of the events.
Folios 146-147: enclosure with folios 126-127. (Document no. 1). Statement dated 13 February 1815 by Philip Winser, purser, HMS Harrier off Santa Cruz, who gives an account of the unprovoked attack on him by the sentry and notes that there were witnesses, two merchant ships, the Plutus and the Neptune, present and another bystander. Folios 148-149 (document no. 2): Statement of Joseph Townsend, master's mate, who corroborates Winser's account and says he disarmed the sentry's bayonet to prevent further harm.
Folios 150-151: enclosure with folios 126-127. (Document no 3). Letter dated 12 February 1815 by Captain Jones, HMS Harrier off Santa Cruz. Polite letter to the Governor, desiring that his officers be released and allowed to return to the ship, and undertaking to make the strictest enquiries in the matter.
Folio 152: enclosure with folios 126-127. (Document no. 5). From G. Stuart Bruce, Consul General to Captain Jones, saying his request to the Chief Magistrate to take account of statements from two witnesses had been refused. He encloses the vice consul's statement and says proper notice must be taken of the matter or similar outrages might well occur in the future. Folio 153 (document no. 6): Captain Jones to Captain Collier, sending the statements relative to the detention of the two officers and asking him to give orders for a court of enquiry to be held.
Folio 152: enclosure with folios 126-127. (Document no. 6). Letter dated 23 February 1815 by Captain Jones, HMS Harrier, Santa Cruz, to Captain Sir George Collier, HMS Leander.
Folios 154-155: enclosure with folios 126-127. (Document no. 9): Statement dated 25 February 1815 from Stephen Baldwin, an officer of the American privateer schooner - [Patapseo?] -present at the mole when the incident occurred. He confirms the account of Winser and Townsend.
Folios 156-157: enclosure with folios 126-127. (Document no. 10): Statement dated 25 February 1815 of George Copeland, master of the Plutus, also present at the mole and also confirming the accuracy of the officers' account.
Folio 158: enclosure with folios 126-127. List of the documents enclosed, numbered from 1 to 11 (but leaving out document 5).
Folios 159-160: enclosure with folios 126-127. (Document no. 4): response of the Governor in Spanish with a translation in English, accusing the two officers of having insulted and attacked the sentry, and saying it is not the first time such an incident has taken place.
