Folios 359-360: George Irwin, Regulating Officer, Deal. He has passed on orders about ticket men who go in lieu of men pressed from merchant ships but they are enrolled as Sea Fencibles and do not accept his orders. Admiral Holloway has orders from Captain Western at Dover and Captain Fabian at Deal that they have the Sea Fencibles ready to go in lieu and if any man refuses to go up river on the merchant ships, he will be impressed himself. He will do all he can to prevent complaints from the Merchants Committee at Lloyds Coffee House.
