Folios 257-258: George Irwin, Regulating Officer, Deal. Is sending a letter from Lieutenant Riboleau [Ribouleau]with reasons for impressing Richard Saunders belonging to the Lively Revenue boat. The men of the Revenue cutter are very impertinent and so he has had presure from the Commanders to impress them so he has done. If he impresses a Seaman from anywhere near here, he has the Mayor and corporation onto to him for release. He hopes Saunders will not be discharged as Mr Osborn requests as Mr Smith was urged on by Mr Osborn.
Folios 259-260: enclosure with folios 257-258. Letter dated 6 January 1804 by John Riboleau, [Ribouleau] Impress Officer, Dover to Captain Irwin, Regulating Officer, Deal. He found Richard Saunders in a Public House and asked for his ship. Saunders damned him and replied HMS Nonsuch and that he was protected and if he was taken he would get off as he had before. This is not the first time Riboleau has had insolence from the crew of the Revenue cutter or others who call themselves protected. He has had dealings with J. Osborn the Mayor and the mother of Saunders.
Folios 261-262: enclosure with folios 257-258. Letter dated 31 December 1803 by J Osborn, Mayor. Mr Du Bois Smith, Commander of the Lively customs, has complained about the impressment of Richard Saunders. Osborn has found out that Saunders has been employed there with the customs for a long time. In the Public House he gave a jocose answer to a question which offended Robileau. [Ribouleau] Robileau was wrapped up in a great coat so Saunders did not know he was a Naval Officer. He is a man of good character with an aged mother.
