Folios 255-256: George Irwin,, Regulating Officer, Deal. He has no prejudice against Lieutenant C.P. Turner as he had never heard of him until his appointment to Dover on October 22 1803 although he did not arrive until November 12 1803. He is a native of Deal and everyone Irwin spoke to said it was a pity he was appointed as he was a continual drunk and kept low comapny. Admiral Rulen asked Irwin to conceal the orders as he would get into a scrape and lose his half pay if he went to Dover. Turner arrrived late but was not in a fit state to be given orders. His warrant was in a flithy state. Irwin's letter of November 13 1803 was justified although Turner has now threatened to bring defamation actions against him and Admiral Keder and Captain Kittoe.
