Folios 396-397: George Irwin, Regulating Officer, Deal. Reports that Lieutenant Charles Pye Turner arrived at Deal yesterday evening and he is very sorry to say got so beastly Drunk in a Common Public House as to expose his orders and Press Warrant to all the Boatmen & Common People in the Tap Room. On being seen by him this morning they were dirty and filthy to a degree. Rear Admiral Keeler and several Gentlemen inhabitants here who have known him from his infancy say he is the Drunkenest wretch that can live and will get into a scrape as soon as he joins the Duty. He will defer sending him to Dover until he knows their Lordships pleasure. He states that Dover is the best place for raising men in all this District, if a safe Active Officer had the appointment. The current Officers is a hard drinker and not equal to the Service.
