Folios 392-393: George Irwin, Regulating Officer, Deal. States that since the establishment of the Sea Fencibles they have found it difficult to get Ticketmen to go up the River in those ships who have had their Men Impressed. The East India Company Ship Travers, was detained 24 hours fore only 26 Ticketmen which we at last got. As several other India Men may be hourly expected he requests orders that Sea Fencibles may be used as Ticketmen when wanted. He also states that the Ticketmen Payment of £1-7s-0d is berley enough to get the men home.
