Folios 372-373: George Irwin, Regulating Officer, Deal. Covering letter for the enclosed letter from Captain Lock Commanding the East India Ship Marchioness of Exeter & as the ship could not proceed without Hands, he thought it his duty to send Twenty Ticketmen onboard her. He has likewise put a number of Ticketmen onboard several Jamaica Ships in Lieu of men impressed from them by different Men of War, or they could not have proceeded up the River. He has put fifteen Seamen onboard the Flag Ship since Sundays return.
Folios 374-375:enclosures with folios 372-373. Letter dated 22 August 1803 by John Locke. [Ship Master and Owner], to George Irwin, Regulating Officer, Deal. The Marchioness [of Exeter] has twenty hands out of his ship and he request Ticketmen in lieu of them.
