Folios 350-351: George Irwin, Regulating Officer, Deal. He reports that yesterday he received eight volunteers from the Oxford Militia for His majesty's Fleet that had been to Sea in the last War and he has sent them on board HMS Utrecht. Colonel Brook of the Northampton Militia sent him three Men to examine if they had been at Sea, he found they had served from six to three and a half years in His Majesty's Fleet in the last War and two of them will be sent him today but the third is in debt to his Captain 16s, likewise two of the Oxford where in debt, one 17s 4d & other 6s - 11 1/2d, Colonel Brook would send the third man if he [George Irwin] could pay the 16s. Requests to know if he should pay the 16s and charge it against the pay, or if they will order Mr Lawrance Naval Storekeeper here, to pay Debts of that description when Men are sent from the Militia. He encloses a letter from Lieutenant Charles Burlton and Lieutenant Francis Storey employed under his orders at Dover and Folkestone, Captain William Essington and the Captains under his Command, He fears misunderstand the nature of our Employ almost all the Men we procure is [are] from homeward bound Ships, and we are obliged to put men onboard in lieu of Shore Impressed to take them to the River. [Total of two plus sides].
Folio 352: enclosure with folios 350-351. Letter dated 23 July 1803 by Lieutenant Charles Burlton, Rendezvous, Dover, to George Irwin, Regulating Officer, Deal. States that Captain William Essington with his Lieutenants have been the whole of this day endeavouring to persuade the Ticketmen (he had for the purpose of going in the room of men impressed out of vessels for His Majesty's Service) to enter themselves as Sea Fencibles, he informed him he had orders from the Admiralty if they did not enroll themselves to have them Pressed, he sent for him and ordered one to direct those people to become Sea Fencibles, they are now to a Man such, and should an Indiaman, or any other vessel appear off it will be of little ure[?] him taking the men as he has not any [?] men.
Folios 353-354: enclosure with folios 350-351. Letter dated 25 July 1803 by Lieutenant Francis Storey, Rendezvous, Folkestone, to George Irwin, Regulating Officer, Deal. He reports that on the evening of 23 July 1803 he received a message from Captain William Ricketts of the Sea Fencibles by Lieutenant Gregory of the same saying he must order all the men to whom he had issued Tickets to, to enroll themselves in the Sea Fencibles at the same time said he thought he had best wait until Monday when he should see Captain William Ricketts. He has seen Captain William Ricketts who says he will write to the Admiralty for him not complying with his orders . He awaits guidance. [Folio 354] [He updates on what he has done with some of the Ticketmen since his first letter].
