Covering letter for the enclosed orders from Captain Page of HMS Caroline and not considering them exactly connected with him as Regulating the Impress Service, as well as not being allowed Flags, or in fact any thing which would enable him to make signals. Requests to know if the Impress Boats are to be employed as the Senior Captain directs.

He requests you will give orders to prepare the Ticket Men that may be required and the Press Boat to attend to our Signals for them to come off as per enclosed Order etc. etc. He requests he inform the People of the Telegraph that he shall report to the Admiralty their reluctance to obey his orders.
