Folios 278-279: George Irwin, Regulating Officer, Deal. Covering letter for the enclosed [not present] a return of the number of Men procured for His Magisty's Fleet by the Lieutenants under his Command between 9 April 1803 and 17 April 1803. He informs that thirty six men were taken out of a Glatton East India Ship (Homeward Bound) and that Captain [William] MacNamara did apply to Lieutenant Hugh Anderson to know if he could have Ticket men put on board in lieu. He request to know if Ticket Men should be allowed in the room of Impressed Men. If they are to be paid by the Naval Officer at this Port, as was usual in the late War. Lieutenant John Ribouleau and Lieutenant [Charles] Burlton have not yet joined.
