Folios 455-456: Charles Lock, HMS Inspector, Yarmouth Roads. Reports that the Navy Board is complaining that he has given certificates of employment to too many boats. He feels every boat's crew to whom he gave a certificate was actually employed in assisting the convoy, and that without their help his own vessel would be ashore on the Newcombe Shoal.
