Folios 269-272: Richard Lee, HMS Serpent, the Downs. Vice Admiral Payton ordered HMS Serpent to cruise off Calais and Dunkirk to seize any shipping carrying contraband into the ports. He gives a detailed account of his activites and the methods he used to seize the neutral vessels which he sent into an English port for arbitration.
