Folios 317-318: enclosure with folios 315-316. Letter from James Finchett, Harbour Master and Water Bailiff, Harbour Masters Office, Salthouse Dock Gates, Liverpool dated 18 October 1809 to Captain Killwick. States he has received complaints that the moorings laid down some time ago in the River Mersey for the security of HMS Princess, which are not now used for that purpose, is a great annoyance to ships lying in the river near them. Requests moorings are removed in order to prevent the continued loss and inconvenience they cause including merchant vessels losing their anchors and being deprived of moorings. Early compliance would prevent the necessity of recourse to legal measures which the Trustees of the Docks and Harbour are authorised to adopt to enforce removal of the subject of the complaints.
