Folios 228-229: Robert Keen, HMS Echo, Chatham. States that he has commissioned HMS Echo and having examined the state of her muster finds the only officers appointed are the Surgeon, Purser and Carpenter. So that no time is lost to complete his instructions requests that officers of the different classes are appointed.
