Folios 230-231: Charles Henry Knowles, 21 Edgeware Road, Oxford Street. Presenting a paper to their Lordships entitled 'Reasons for preferring a Mortar Boat to a Bomb Ketch'.
Folios 232-233: enclosure with folios 230-231. Detailing 12 reasons for preferring a Mortar Boat to a Bomb Ketch, including fewer crew required, smaller object for the enemy to fire at, the lower cost, speed of building and the fact that after twenty firings of the mortar on a Bomb Ketch, the concussion will sooner or later shake her to bits.
