Folios 200-201: Reginald Goodwin Keats, Chulmleigh Devon. He writes that he assumes that the Admiralty would be interested in the Captain's opinion of the officers of his ship that are now on shore, independently of their certificates. He states that he believes the complaints made about Mr William Parker, recently boatswain on board HMS Galatea, the vessel of which he was until recently Captain, are completely unfounded. In one of the two statements, the accuser is bound to be an imposter and the other is the strangest version of of events and likely to be from an imposter also. He says this opinion is based on the general conduct and character of the man and the firm opinion of the surgeon. The blow described was trifling. Mr Parker's conduct while under Captain Keat's command was correct and his character good and so he would welcome the Admiralty's efforts in getting him another vessel on which to serve.
