Folios 154-155: Jonathan Knowles, Guernsey. He reports that he has received a letter for Mr Philip Stephens dated 8 September 1794, with directions from the Right Honorable the Lord Commander of the Admiralty asking why the writer has not signed Lieutenant John Holmes's monthly returns. he states that his reason was because the lieutenant could not produce a receipt for his two weeks rent while at the Rendezvous. He had already received the monies before hand and so he considered it an improper charge. Thomas Baldwin, Petty Officer, was there when the agreement was made. Hugh Duff and his wife Ann Duff have sworn affidavits that the room was eight shillings a week, with the small room at two shillings and six pence which Lieutenant Holmes was to pay himself. The writer sayes he asked the Lieutenant to settle this matter at the time but he did not do so. He wrote to Mr Stephens on 29 September 1794 enclosing the affidavits and so the case stands as when it was first reported to the Board. Lieutenant Holmes has also sworn an affidavit swearing to the truth of his demands. On that basis it is a matter of the Board to adjudicate.
