Description

Folios 149-150. James Hillyar, HMS Phoebe, at sea. Reports that Captain Porter of the American vessel Essex had burned British vessels before being forced to give up the Essex to HMS Phoebe and others. He recounts the events but this letter appears incomplete.

Folios 150-151: enclosure with folios 149-150. James Hillyar, HMS Phoebe, off Valparaiso 26 February 1814 writes to the governor of Valparaiso. Reports having received a letter from the English gentlemen at Valparaiso stating that the Americans set fire to the British prize ship Hector inside the forts thus breaking the neutrality of the ports. He asks why the enemies of great Britain are permitted to act in such a way while under the protection of the Chilean flag.

Folios 152-153: enclosure with folios 149-150. Valparaiso, 25 February 1814. A letter to Hillyar signed by six English merchants reporting the burning of the prize Hector by the American vessel Essex. James Whitaker and [?Andrew] Munro have seen the governor and expressed their indignation at this violation of the port's neutrality. They recommend taking decisive action in retaliation. They lkater add that they have been informed by the governor that he considered the burning of the Hector a violation of all laws.

Folios 154- 157: enclosure with folios 149-150. Francisco de la Lastra, 28 February, 1814, Valparaiso writes in Spanish.

Folios 158-159: enclosure with folios 149-150.Francisco de la Lastra, Santiago, 13 April 1814 Writes that he regards James Hillyar as amicable and honourable while expressing gratitude for his actions.

Folios 160-161: enclosure with folios 149-150. James Hillyar, Santiago de Chile, 21 April 1814 writes to de la Lastra in response to his letter of 13 April 1814 stating that British officers do not have to power to make decisions of importance between Spain and her colonies.
