Gives a [very] detailed response to being told that their Lordships are dissatisfied with his statement to Admiral Stoppard about the defects of HMS Lion. The ship had been between Bombay and the Persian Gulf. The Shear had began to break. It was deemed in Bombay that the ship could not remain there but needed to go home.
