Folios 245-246: Peter Heywood, HMS Nereus off Buenos Aires. Transmits copies of correspondence which has also been copied to Rear Admiral Dixon and sent via the Portuguese Brig of War Royal John.
Folios 247--248: enclosure with folios 245-246. Letter dated 24 September 1812 by Peter Heywood, HMS Nereus off Monte Video to His Excellency Don Gaspar Vigodet, Governor of Monte Video and Captain General of the Provinces. Reviews the recent state of relations between Great Britain and Spain: the temporary obstructions which had interferred with British interests in Monte Video and Buenos Ayres have been removed, as has a"singularly irregular" Blockade. However there are now rumours of a renewal of civil war. While he is sure His Excellency will afford protection to British interests he is also forwarding a copy of the Instructions and Orders he has received from Lord Caastlereagh and the Prince Regent concerning a blockade. These state that the Prince Regent accepted the role of mediator between Spain and her American Provinces on condition that neither of these parties would interfere with British interests and such interference is not to be tolerated. He asks His Excellency to send out appropriate orders in light of this and asks for copies to distribute amongst his own captains.
Folios 249-250: enclosure with folios 245-246. Letter dated 25 September 1812 by General Gaspar Vigadot [Governor], Monte Video. Acknowledges receipt of the above letter. He has not been officially notified of the Instructions and orders referred to but he has knowledge of them. States he will do everything in his power to protect British interests"if it be not in any way prejudicial to the interests of my Nation or my King". He states the rumours of interference are untrue and that the capatin of HMS Bonne Citoyenne can confirm this. He in turn asks that English merchants be prevented from assisting the Revolutionary Government of Buenos Ayres and asks for support for Spain's rights.
Folios 251-252: enclosure with folios 245-246. Letter dated 4 October 1812 by Peter Heywood, HMS Nereus off Buenos Aires to The Superior Executive Government of the United Provinces of the Rio de la Plata. States that what Captain Fleming of HMS Standard has said and promised has NOT been sanctioned by the British Government. Copies out their Lordships very strong condemnation of Captain Fleming who has completely exceeded his brief and lost impartiality. Writes of his own struggle to maintain impartiality among hostile parties. He is therefore providing them with a copy of his comminications with General Vigadot.
Folios 253-254: enclosure with folios 245-246. Letter dated 13 October 1812 by Peter Heywood, HMS Nereus off Buenos Ayres to Commander in Chief Rear Admiral Manley Dixon. Reports on his correspondance and encloses copies. Reports also a converation with Don Gaspar Vigadot in which the latter distinguishes between British trade from the ports of Monte Video and Buenos Ayres which he agrees is protected and internal trade up the river about which he is awaiting instuctions from his government. Reports that some British seamen who had joined the Revolutionary side have been delivered up to him. He has sent them to HMS Bonne Ciitoyenne. Comments on the ongoing problems caused by Captain Fleming's actions and of recent developments in the civil war which has adversely affected the British merchants. He is receiving specie and bullion on board as they are looking to get it out of the country.
