Folios 141-142: Peter Heywood, HMS Nereus off Buenos Aires. Encloses copies of papers sent by HMS Bonne Citoyenne and translations of two letters he has received from the Government of the United Provincs of the Rio de la Plate.
Folio 143: enclosure with folios 141-142. Letter dated 13 October 1812 by Peter Heywood, HMS Nereus off Buenos Aires. Reports to the Admiralty that he has taken the opportunity of the departure of HMS Bonne Citoyenne to send letters to the Commander in Chief of the station and of documents referred to.
Folio 144: enclosure with folios 141-142. Letter dated 19 October 1812 by Peter Heywood, HMS Nereus off Buenos Aires. Copy of covering letter to Manley Dixon enclosing copies of letters from the Government of the United Provinces of the Rio de la Plata which came too late for transmittion with HMS Bonne Citoyenne.
Folios 145-146: enclosure with folios 141-142. Letter dated 24 September 1812 by Peter Heywood, HMS Nereus off Monte Video to His Excellency Dr. Jaspar Vigodet, Governor of Monte Video. A long letter encompassing the problems arising for British merchants from the civil war. Particularly mentions a Provincial Blockade which impeded British interests. A peace has broken down and there are rumours the forces of His Catholic Majesty is obstructing traffic in the River Plate. He is seeking protection for British subjects. He will be frank with him and inform him of the Instuctions and Orders he has now received from Lord Castlereagh for the government: No interruption to British trade can be tolerated. Specifically refers to the blockade.
Folios 147-148: enclosure with folios 141-142. Letter dated 25 September 1812 by Jaspar Vigodet, Monte Video. Reply to Captain Heywood. He has seen a copy of the orders referred to and assures him that he will do all in his power to proect British interest in the River Plate"so long as it is not prejudicial to the interests of my nation". He insists the rumours are untrue which he is sure the commander of HMS Bonne Citoyenne can confirm. He asks in turn that no British subject uses the protection to offer assistance to the revoluntionaries.
Folios 149-150: enclosure with folios 141-142. Letter dated 4 October 1812 by Peter Heywood, HMS Nereus off Buenos Aires to The Superior Executive Government of the United Provinces of the Rio de la Plata. Strongly repudiates the action taken by Captain Fleming of HMS Standard the previous year saying HM Government denies he had any authority to act as he did, confirming the role of HM government in these affairs is solely as a mediator. He continues that he does not favour either side. However he does have the role of protecting British subjects and goods. Refers to his highly satisfactory correspondence with Jaspar Vigodet.
Folios 151-152: enclosure with folios 141-142. Letter dated 13 October 1812 by Peter Heywood, HMS Nereus off Buenos Aires to Rear Admiral Manley Dixon, Commander in Chief of the Red. Reports the content of his correspondence and conversations with Jaspar Vigodet. There is agreement that British trade with the principal ports , Buenos Ayres and Monte Video is protected bur he is awairing instructions about inland trade along the River Plate. He reports that some British men have been handed over to him and he has sent them on board HMS Bonne Citoyenne. He suspects they are deserters from the Army. Mentions the steps he has taken to repudiate Fleming's actions. Finally a recent"coup" by people not disposed to the British has resulted in greater threst to merchants and he advises action to get their property out of the country.
Folios 153-154: enclosure with folios 141-142. Letter dated 15 October 1812 by Juan Jose Paso, Francisco Belegrans, Dr. Antonio Alvarez Jonte, Juan Manuel de Luca of the Buenos Ayres Government. Assures Captain Heywood that whatever the behavior of the Governor of Monte Video the Government will not depart from welcoming British Merchants.
Folios 155-156: enclosure with folios 141-142. Letter dated 15 October 1812 by Juan Jose Paso, Fransisco Belegrans, De. Antonio Alvarez Jonte, Juan Manuel de Luca to Captain Heywood. Refers to the very considerable problem caused by the actions of Captain Fleming. However they are very pleased with the forthright denunciation by HMS Government of these actions.
