Folios 247-248: George Hills, 41 Norfolk Street, Strand. Reply to letter dated 26 March 1810, received this morning, enclosing a copy of a letter from Mr William Cumming late Acting Surgeon of HMS Columbine, to the Transport Board and he has lost no time in responding. Mr William Cumming in direct disobedience to the General Printed Instructions, spoke to him in terms of disrespect and contrary, to the officers of HMS Thistle and others publicly on the Quarter Deck at the time he was on board [Total of two plus sides on the situation]. He did not consider him to be entitled to a Certificate of General Conduct until ir was determined by the sentence of any Court Martial.
