Folios 305-306: Joshua Sydney Horton, Regulating Captain, Liverpool. States the cases of the eight named Portuguese seamen whom he regulated on 4 August and takes issue with the statements of the Portuguese Consul. The firm of Roscoe asked him to receive the men as volunteers because they had been ill-treated by the Master of the vessel they were serving on, the Pernambuco. He had the men examined by the Surgeon of HMS Princess and then sent aboard that vessel with no objection from their Consul. Thinks the Consul may have connived with the Master of the Pernambuco.
