Folios 536-537: Joshua Sydney Horton, Regulating Officer, Liverpool. Acknowledges receipt of the letter of 26 April from Mr Barrow, registering concern about Captain Horton's conduct in having regulated the 9 foreigners whose names were sent by Admiral Sir Roger Curtis to The Admiralty. He regrets that he was imposed upon by the men in question, whose account to him was very different to that given to The Admiralty. Notwithstanding Captain Irwin's report, the two men named by him actually volunteered for service. Requests instructions whether he should in future enrol foreigners who hae served in the British Navy or Merchant Service as volunteers or not. He regrets he has merited displeasure, and insists that this was not wilful neglect. The number of men raised by him since September exceeds 1100, and rejections are very few. The proportion of men discharged does no exceed that of his predecessors.
